The Mahoning Valley Resource Compass is the Valley’s one-stop shop for long-term community transformation by providing all the resources, support, and inspiration needed to help small businesses thrive.
Residential Façade Loan or Grant Match Program
The City of Youngstown Residential Façade Program provides financial assistance to qualifying single family, owner-occupied homeowners within the City to improve and update the exterior of the home and address any currently cited or potential code violations against the property. The intention of this transformative program is to stabilize and increase the value of homes throughout the City, creating neighborhoods that are visually inviting and representative of residents’ pride.
Eligible improvements may include: House painting, New installation or replacement of shutters or awnings, Window replacement, Sidewalk or driveway replacement, Siding replacement, Step replacement or repairs, Garage repairs (Program excludes landscaping, tree removal, foundation repairs and roof repairs or replacements)

Revitalization and Urban Beautification of Youngstown (RUBY)
RUBY is a 7’ X 16’ enclosed trailer, full of beautification tools and cleanup supplies that can be borrowed for FREE by residents and community volunteer groups to complete vacant lot and abandoned house cleanups, garden plantings, and any other beautification project you can imagine on public or abandoned properties within the City of Youngstown. The trailer is loaned on a first-come, first-served basis, and Green Youngstown will deliver the trailer to and pick it up from the designated project area.

Building & Grounds

Comprised of the Mayor, the Director of Law, and Director of Finance, of which the Mayor is the Chairman and the Director of Finance is the Secretary.

City Council
The legislative branch of city government responsible for considering and passing the city budget and laws (ordinances), within its constitutional authority, to protect and promote the safety, health, welfare and common good of the community. The Mission of City Council is to be effective stewards of public resources while representing the values of our diverse community.
Civil Service
Oversees the hiring, promotions, appointments, transfers, and layoffs of civil service employees, for both the City and the Youngstown City School District.
Community Initiative to Reduce Violence (CIRV)
Hannah Ferguson
A partnership of law enforcement, social service agencies, and the community to reduce gun violence in the Youngstown. Its mission is to create an effective delivery system to offer individuals a circle of support enabling them to choose a non-violent path in life.
Community Planning and Economic Development (CPED)
Comprised of the divisions of Community Development, Planning, and Economic Development, the department is able to align resources, strategies, and initiatives to improve neighborhoods, living conditions, and economic opportunities throughout the City.
Engineering & Construction
The City of Youngstown Building Inspection Department is administered by Mahoning County. All applicants for residential and commercial plan submittals and permits are directed to the Mahoning County Building Inspection Department. The City of Youngstown is responsible for overseeing contractor registration, sewer connection permits, street cut permit, and address assignment requests.
Events & Special Projects
Responsible for all Downtown and Citywide events (except for Block Parties) are coordinated by the Office of Events and Special Projects.
Finance
Handles all monies related to operating the City. The cashier’s office handles all finances associated with accounts receivable, while the general accounting office handles all finances associated with accounts payable.
Fire
Protect the lives and property of the people of Youngstown and its visitors from fires, natural disasters, accidents, hazardous materials incidents, and other causes a rapid and skilled response.
Green Youngstown
In partnership with the Mahoning County Solid Waste District’s Green Team, is responsible for adminstering litter prevention and recycling programs.
Health
To protect and improve the public health of the residents of the City of Youngstown. Comprised of Environmental Health, Minority Health, Nursing, and Vital Statistics Divisions.
Human Relations Commission
Serves as the investigative body for complaints of discrimination in the areas of fair housing and fair employment. In addition of this, the HRC acts as an advisor to the office of the Mayor and City Council in the areas of public policy, legislation, human services, and human rights.
Information Technology
Responsible for developing and providing direction in the use of client/server-based applications specific to inter-departmental needs and internet-based technologies.
Law
Represents the City of Youngstown on all legal issues and acts as Counsel to all other City departments. It also is involved in City-related functions such as civil litigation, union/management labor negotiations and arbitration procedures, legislative functions, risk management, and dispute resolution processes. In addition, the department oversees the Prosecutor’s Office and Risk Management Office.
Mayor's Office
The chief of the executive branch of the City of Youngstown. The Mayor shall supervise the administration of the City’s affairs and shall exercise control over all departments and divisions.
Municipal Clerk of Court
Maintains and administers the records and fees pertaining to the operation of the Municipal Court.
Municipal Court
The judicial branch of the City of Youngstown. The mission of the municipal court is to ensure access to justice, and to serve our community by efficiently and respectfully resolving criminal, traffic, and civil cases in a fair and impartial manner.
Parks & Recreation
Responsible for managing and maintaining all city-owned park facilities and providing enriching recreational activities for city youth. Enhance the community’s quality of life and contribute positively to the mental and physical health and development of local youth. Park offerings include golf, swimming, tennis, team sports, fitness, picnicking, seasonal programs, and more.
Police
Responsible for preserving the peace, protecting persons and property, and obeying/enforcing criminal laws of the state and local ordinances. YPD is committed to reducing crime and improving the quality of life for all who live in, work in, and visit the City of Youngstown.
Property Code Enforcement & Demolition
Responsible for enforcing the City’s Property Maintenance Code. The focus is to make property owners responsible for their properties through inspections and the issuance of notices of violation.
Property Registration
In addition to property inspections, the Property Code Enforcement and Demolition Department is also responsible for handling zoning issues and for the rental and vacant property registration programs. Except for owner-occupied properties, ALL properties are now required to be registered with the City of Youngstown.
Prosecutor
A division of the Law Department, pursues criminal cases within the jurisdiction of the Youngstown Municipal Court.
Public Works
Oversees various Division that deal with City infrastructure and public services. The Department also operates the City’s residential garbage collection program.
Risk Management
Manages Workers’ Compensation claims and deals with safety-related issues for City of Youngstown employees. In addition, Risk Management handles insurance-related matters, including health and life insurance benefits of City employees and property and casualty insurance for the City.
Street
Responsible for cleaning and repairing 1,100 miles of City streets. The department is also involved in snow removal, grass cutting, leaf bag pickup, demolition, and graffiti removal.
Traffic Engineering
Responsible for manufacturing and installing street signage, installing and repairing traffic signals, installing street pavement markings, installing and maintaining parking meters, and coordinating events-related street and sidewalk closures and traffic maintenance.
Wastewater
Responsible for the maintenance and operations of the wastewater treatment plan, which treats and disposes of it in advance with environmental regulations and city and state ordinances.
Water
Responsible for supplying the residents with potable water through adequate pumping and distribution facilities. As part of the maintenance and operation of the water works system, they are responsible for collections, construction, metering, and repair.
Zoning
Enforces the Zoning Ordinance, issues zoning permits, and verifies proper zoning classifications of City of Youngstown properties.
