Administers a variety of loan programs for businesses in Warren and Trumbull County and hosts the Business Exchange, a startup business incubator. For more than 40 years, WRAP has been a vital part of Warren's planning and development efforts. With a particular emphasis on Courthouse Square and its surrounding neighborhoods, our goal is to help ensure that the City continues to be a great place to live, an attractive destination for visitors, and a desirable location for businesses. WRAP provides a number of business-development services, including the Warren Business Exchange.
